A confidential dossier obtained by India Today has raised serious questions about Pakistan’s security operation in Pakistan-occupied Kashmir (PoK) between June 5 and June 9. The document claims that 26 civilians were killed during the crackdown, including 19 children and seven pregnant women.
The dossier alleges that Pakistani security forces used excessive force to suppress protests linked to the Joint Awami Action Committee (JAAC), a movement that has been campaigning against rising inflation, unemployment, economic hardship and alleged human rights violations in the region.
While the claims contained in the dossier have not been independently verified, the document describes the situation as a serious humanitarian crisis and calls for an international investigation into the reported deaths.
Allegations of excessive force against protesters
According to the dossier, Pakistan deployed around 14,000 additional security personnel across PoK to contain the protests. It alleges that security forces used live ammunition against unarmed demonstrators and even against people attending funeral gatherings for those killed during the unrest.

The report claims that the use of force went far beyond what was necessary to maintain law and order, resulting in significant civilian casualties.
Communication blackout and targeting of JAAC leaders
One of the most serious allegations in the document concerns a communication blackout imposed during the security operation. The dossier claims that internet and communication services were suspended to prevent images, videos and other evidence of the crackdown from reaching the outside world.
It further alleges that several prominent leaders associated with the JAAC movement were specifically targeted during the operation. Some leaders are reported to have been killed, according to the document.

The dossier has also questioned the role of the Pakistani military and called for an international investigation into command responsibility for the alleged actions.
India accuses Pakistan of spreading misinformation
The Indian government has responded to developments in PoK by accusing Pakistan of spreading fake news and misleading narratives.
In a statement, the Ministry of External Affairs (MEA) said it had observed a pattern of fabricated videos and false information originating from Pakistan. According to the ministry, such efforts are aimed at diverting attention from alleged human rights violations and governance failures in PoK.
The MEA also referred to reports of police brutality and human rights abuses in the region, expressing hope that the international community would hold Pakistan accountable if the allegations are proven.
Pakistan defends security operation
Pakistani authorities, however, have defended the security operation. According to their account, the crackdown began after individuals linked to the JAAC movement allegedly carried out guerrilla-style attacks using weapons and petrol bombs from narrow streets and residential areas.

Pakistan maintains that security forces acted to restore law and order and protect public safety. Despite these claims, protests have continued to spread across multiple parts of PoK.
Demonstrations continue across PoK
Even after the suspension of mobile internet services, protests have reportedly continued in Mirpur, Muzaffarabad, Gilgit-Baltistan, Dadyal, Rawalakot, Sudhnoti and Tattapani.
Various protest groups have intensified their campaign against the Pakistani government and are planning to expand the movement further. Police have warned against a proposed long march by demonstrators, but activists have shown no signs of backing down.
What began as a movement focused on economic grievances has increasingly evolved into a broader demand for political rights, administrative accountability and greater representation.
International attention and UK political response
The unrest in PoK has also attracted international attention. Members of the Kashmiri diaspora in the United Kingdom staged protests outside a Pakistani mission, raising concerns about the situation in the region.

According to reports, at least 30 British Members of Parliament have written to the UK government urging diplomatic intervention. The lawmakers reportedly called on the government to use all available diplomatic channels to help reduce tensions and encourage a peaceful resolution.
The MPs also expressed concern over reports of arrests involving British citizens, restrictions on dialogue and the collapse of talks between authorities and JAAC representatives.
The allegations contained in the confidential dossier have intensified scrutiny of the situation in PoK. Claims of civilian deaths, including children and pregnant women, the deployment of thousands of security personnel and restrictions on communications have all contributed to growing calls for greater transparency and independent investigation.
