The Federal Airports Authority of Nigeria has unveiled its 2025 By-Laws, marking the first comprehensive review of its regulatory framework in 21 years.
The revised regulations were unveiled by the Chairman of the FAAN Board, Dr Abdullahi Umar Ganduje, as part of ongoing reforms aimed at modernising airport administration, strengthening institutional governance and improving operational efficiency across Nigeria’s airports.
Ganduje commended the management of the authority for reviewing the legal framework to reflect current developments and emerging demands in the aviation industry.
He described the revised by-laws as an important milestone that would strengthen airport governance, improve operational efficiency and place FAAN in a better position to respond to the rapidly changing aviation environment.
The Managing Director and Chief Executive of FAAN, Mrs Olubunmi Kuku, said the previous regulations, which were last reviewed in 2005, had become outdated and inadequate for addressing the complexities of modern airport operations.
According to her, significant technological, commercial, security and operational changes have taken place in the aviation industry since the earlier regulations were introduced.
Kuku explained that the 2025 By-Laws were developed to reflect present aviation realities, international best practices and FAAN’s changing operational responsibilities.
She said the revised framework would serve as a comprehensive regulatory guide for FAAN personnel, passengers, airport users, concessionaires, airlines, business operators, service providers and other aviation stakeholders.
The by-laws are also expected to provide a stronger legal foundation for managing activities at airports under the authority’s control.
Kuku said the new regulations would support the development of safer, more secure, efficient and commercially sustainable airport operations throughout Nigeria.
She noted that the review demonstrated FAAN’s commitment to building an airport system that is responsive, efficient and capable of competing with airport networks in other parts of the world.
The FAAN chief executive said the new framework would reinforce compliance with aviation regulations, promote operational excellence and improve service delivery to passengers and other airport users.
She added that the revised rules would place the authority in a stronger position to respond to emerging security, commercial, technological and operational challenges within the aviation sector.
The overhaul forms part of FAAN’s wider efforts to modernise airport management, strengthen accountability and improve the overall passenger experience across the country.
The authority said the revised by-laws would also clarify the obligations of airport users and businesses while providing a clearer basis for regulating activities within airport premises.
With the new regulatory framework, FAAN expects to improve order, safety, security, commercial operations and service standards across Nigeria’s airport network.
