NCAA introduces centralized digital platform for personnel licensing, medical certification

The Nigerian Civil Aviation Authority (NCAA) has launched a centralized digital platform for personnel licensing and medical certification to reduce delays and modernize aviation regulatory services across Nigeria.

The rollout was announced by the Director General of Civil Aviation, Capt. Chris Najomo, during the PEL/MED Go-Live stakeholders engagement held at the NCAA Lagos Regional Office, according to a statement released via the agency’s official X account on Tuesday.

The initiative is part of the authority’s broader digital transformation programme aimed at improving service delivery, operational efficiency, and regulatory oversight within Nigeria’s aviation sector.

According to the NCAA, the implementation of the Electronic Master Plan for Inspections and Certification (EMPIC) Personnel Licensing and Medical Certification (PEL/MED) system has officially commenced.

The authority noted that the new system is expected to improve transparency, accountability, and service accessibility for aviation professionals nationwide.

The NCAA said the first phase of the digital reform would primarily benefit pilots, engineers, cabin crew, and other licensed aviation personnel by enabling faster access to regulatory services.

Stakeholders were also informed that this deployment marks only the first stage of a wider modernization agenda designed to digitize multiple regulatory functions across Nigeria’s aviation ecosystem.

The deployment of the centralized EMPIC platform represents a critical institutional reform for Nigeria’s aviation sector, where administrative inefficiencies have often slowed professional certification and regulatory processes.

The reform creates a foundation for broader technological modernization across aviation governance.

By improving efficiency and transparency, the NCAA’s digital transition could enhance investor confidence, operational productivity, and long-term sectoral growth.

Nigeria’s aviation regulatory authority has gradually been moving away from paper-based systems in recent years.

The new personnel licensing and medical certification platform builds on these earlier reforms, reinforcing the NCAA’s commitment to full-scale digital transformation of aviation regulation in Nigeria.
