The correspondence, which identified the visitor as the Director-General of both the PEAC and the PFIPC, was seemingly bolstered by a professional website and an office location at the Federal Secretariat Complex.
“I sent my team to go and verify the existence of this organisation at the said address. They came back confirming that this organisation was in the said location. I then gave approval for them to come,” Kalu explained during Wednesday’s plenary.
However, the meeting did not go as planned. Kalu noted that the visitors steered the conversation away from the substantive legislative and economic policy issues outlined in their proposal, focusing instead on photo opportunities.
The incident has sparked intense national concern, particularly because the fraudulent council was somehow included as a beneficiary in the 2026 Appropriation Act, despite the Presidency confirming that the body does not exist.
While the Chief of Staff to the President has since petitioned security agencies, leading to the arrest of the alleged DG, the House of Representatives has moved to launch a formal investigation.
Kalu urged his colleagues to support the probe, warning that the breach proves that official-looking letterheads and government building addresses are no longer sufficient proof of an agency’s legitimacy.
“It is our duty to dig deeper into this matter,” Kalu stated, emphasizing the House’s commitment to accountability following the shocking budget insertion scandal.
