The Islamic Development Bank (IsDB) Group has launched the second phase of its flagship poverty reduction initiative, Tadamon 2.0-Seeds of Solidarity, with a renewed focus on building long-term resilience for vulnerable communities across member countries facing fragility, conflict, and economic hardship.
The initiative was officially launched by the Chairman of the IsDB Group, Muhammad Al Jasser, who described Tadamon 2.0 as a major shift from fragmented humanitarian responses to more sustainable and scalable development solutions capable of supporting millions of vulnerable people across the Organisation of Islamic Cooperation (OIC) member states.
The programme, first introduced in 2019, has grown into one of the IsDB’s most visible homegrown social impact interventions targeted at hard-to-reach communities. The Bank said the second phase would deepen support for poverty reduction, food security, livelihood improvement, and community resilience in countries struggling with conflict, displacement, climate shocks, and weak social infrastructure.
According to a statement issued by the Bank’s Communication Director, Ahmed Abu Ghazeleh, Tadamon 2.0 was launched in collaboration with several international development partners, including global charities, civil society organisations, and agricultural development institutions.
At the launch event, Al Jasser stated that more than 32 IsDB member countries are currently affected by fragility and conflict, making poverty reduction and resilience-building a central priority under the Bank’s 10-Year Strategic Framework for 2026 to 2035.
He explained that the new phase of Tadamon was designed to move beyond emergency interventions by supporting long-term systems capable of helping vulnerable communities recover economically and socially.
“Tadamon 2.0 represents a flagship initiative that marks a transition from fragmented efforts to scalable impact and from short-term responses to long-term resilience,” Al Jasser said during his keynote address.
The launch ceremony attracted representatives from several international organisations, including United Nations agencies, non-governmental organisations, humanitarian institutions, and civil society groups operating across member countries.
The event also featured the signing of partnership agreements with six organisations that have pledged support for the second phase of the programme.
The partners include the International Institute of Tropical Agriculture, the International Islamic Charity Organisation, Sheikh Abdallah Al Nouri Charity Society, Islamic Relief USA, Glocalshift, and Qatar Charity.
The IsDB said the achievements recorded under the first phase of Tadamon played a major role in shaping the expansion of the initiative into its second phase.
According to the Bank, Tadamon 1.0 supported over 442,000 people with access to essential services over a five-year period. The programme also provided assistance to 8,600 children during the COVID-19 pandemic and delivered food support to more than 245,000 people across participating countries.
The Bank further disclosed that the initiative mapped 5,520 civil society organisations across 34 member countries and strengthened the operational capacity of 728 organisations through targeted training and development programmes.
In addition, the programme successfully mobilised about $155 million in co-financing and partner contributions, demonstrating growing international support for the initiative.
Under Tadamon 2.0, the IsDB plans to significantly expand the programme’s reach and impact over the coming years.
The Bank said the initiative aims to provide essential services to 500,000 vulnerable individuals while also improving food security and livelihoods for about 16,000 low-income families.
A major part of the second phase will focus on strengthening local institutions and community-based organisations through the Tadamon Development Academy.
The IsDB said the academy is expected to train at least 1,500 civil society organisations, creating a stronger network of local development leaders capable of sustaining impact within underserved communities.
The renewed focus on community-driven development comes at a time when many member countries are facing growing pressure from inflation, displacement, insecurity, food shortages, climate-related disasters, and weak economic growth.
Development experts have increasingly argued that local organisations and community-led interventions are critical for reaching remote populations often excluded from mainstream government support systems.
The IsDB’s decision to scale up Tadamon also aligns with wider global conversations around sustainable development financing and resilience-building in fragile economies.
Beyond the Tadamon initiative, the IsDB also used the occasion to announce major plans for its 2026 Annual Meetings scheduled to take place in Baku, Azerbaijan.
The Bank announced that the official theme for the 51st IsDB Group Annual Meetings would be “Regional Integration for Sustainable Prosperity.”
The theme was jointly unveiled by Azerbaijan’s Minister of Economy and IsDB Governor for the Republic of Azerbaijan, Mikayil Jabbarov, alongside Al Jasser.
The annual meetings are expected to hold from June 16 to June 19, 2026, and will bring together over 2,000 participants, including finance ministers, central bank governors, development institutions, private sector executives, and international organisations.
According to the IsDB, the discussions in Baku will focus heavily on regional economic cooperation, infrastructure integration, trade expansion, sustainable development financing, and economic resilience across member countries.
Ahmed Abu Ghazeleh said the meeting’s theme reflects current global economic realities, including geopolitical tensions, climate disruptions, and global supply chain instability.
He stated that stronger regional cooperation could help member countries build more resilient economies capable of withstanding future shocks.
Jabbarov also highlighted Azerbaijan’s commitment to strengthening regional connectivity, trade routes, logistics infrastructure, and digital economic reforms as part of its broader economic diversification strategy.
He noted that Azerbaijan is investing heavily in artificial intelligence-driven solutions, green growth initiatives, and transit infrastructure aimed at positioning the country as a stronger regional economic hub.
The minister further praised the IsDB for its role in supporting post-conflict reconstruction efforts in Azerbaijan, particularly in liberated territories affected by years of conflict and displacement.
According to him, the IsDB was the first international financial institution to implement projects in some of the liberated areas, helping to rebuild infrastructure and create opportunities for displaced families to return home.
Al Jasser reiterated that regional integration remains one of the strongest tools for driving economic growth and prosperity across the Islamic world.
“Regional integration is a powerful catalyst for prosperity,” he said.
“As the IsDB Group implements its new Ten-Year Strategic Framework, we will deepen economic cooperation and accelerate intra-OIC cross-border infrastructure, ensuring integrated regions are better prepared to navigate global challenges and improve the well-being of their communities.”
The IsDB chairman also reaffirmed the Bank’s commitment to supporting Azerbaijan’s Vision 2030 agenda through deeper cooperation in infrastructure, Islamic finance, sustainable development, and regional economic integration.
The Bank disclosed that discussions are already ongoing for a new Member Country Partnership Strategy for Azerbaijan covering 2027 to 2031.
The four-day annual meetings in Baku are expected to feature high-level policy dialogues, private sector investment forums, strategic partnership sessions, and the unveiling of major development reports focused on regional impact and sustainable growth across IsDB member nations.
