A leaked diplomatic cable from Pakistan has triggered major geopolitical concerns, revealing that Islamabad secretly sought nuclear assistance from China against India. The report, published by investigative platform Drop Site, claims that Pakistan requested help in developing advanced nuclear capabilities, including submarine-based strike systems. However, China reportedly refused the request, citing global non-proliferation commitments.
Pakistan’s Secret Nuclear Request To China?
According to the leaked cable, Pakistan approached China for assistance in building a sea-based nuclear “second-strike” capability. This refers to the ability to launch a nuclear response even after suffering a first attack. The request specifically involved submarine-launched nuclear weapons, considered one of the most secure and advanced deterrent technologies.
According to the report, sources familiar with the discussions revealed that Beijing declined the request, fearing that such cooperation would amount to direct involvement in nuclear proliferation in South Asia.
Why Second-Strike Capability Matters
In nuclear strategy, second-strike capability ensures that a country can retaliate even if its land and air-based nuclear assets are destroyed. This is typically achieved through nuclear-armed submarines, which are difficult to detect underwater.
India has already made significant progress in this area with submarines like INS Arihant, forming a key part of its nuclear triad. In contrast, Pakistan has reportedly struggled for decades to develop similar capabilities on its own.
Wider Geopolitical Implications
The leaked document also claims that Pakistan offered to allow China to convert the Gwadar port into a permanent military base in exchange for nuclear and military support. Such a move could have significantly altered the strategic balance in the Arabian Sea and the Indian Ocean region.
